Tanger: L’immobilier en perte de vitesse

L’euphorie immobilière qu’a connue Tanger ces dernières années touche-t-elle à sa fin ? Peut-être oui, peut-être non. En tout cas, les prémices d’une décélération sont là. Selon l’Agence urbaine de Tanger, c’est une nette régression que l’on constate sur la période s’étalant entre octobre 2008 et septembre 2009 et ce «tant au niveau des investissements qu’au niveau des projets examinés». Sur cette même période, le nombre de dossiers examinés a été de 4.312, soit largement moins qu’en 2004 à titre d’exemple. Pour la seule année 2008, dont l’exercice a été bouclé, le nombre de dossiers examinés a été de 5.800. La différence est d’autant plus notable au niveau des montants d’investissement. En effet, durant les neuf premiers mois de 2009, le montant total des dossiers a été de 4 milliards de DH. Pour la même période de 2008, ce montant a été de 7 milliards de DH. En 2007, année faste, il a été trois fois supérieur, atteignant les 20 milliards de DH. De même, il est noté une diminution de 40% du montant total des investissements des grands projets touristiques durant les neuf premiers mois de 2009.
Au niveau de la production, cette dernière a été elle aussi représentative. Sur la période octobre 2008-septembre 2009, le nombre d’unités de logement à produire a été d’un peu moins de 20.000. Un chiffre qui correspond à moins de la moitié de celles prévues en 2007 où ce chiffre avait atteint les 42.501.
Si l’effet de la crise est bien présent, l’Agence urbaine de Tanger avance aussi l’argument du caractère exceptionnel des années précédentes, 2007 en particulier. «Les indices positifs enregistrés auparavant en termes de croissance urbaine sont dus essentiellement aux effets conjoncturels favorables» de divers événements tels la candidature de Tanger à l’Expo 2012 ou encore l’effet TangerMed, note l’Agence dans son rapport moral 2009. C’est le cas aussi des grands projets touristiques de la côte atlantique, dont l’essentiel a été annoncé en 2007, ce qui se laisse sentir au niveau des chiffres.
En attendant l’annonce des résultats globaux pour 2009, les acteurs du secteur espèrent vivement une reprise de l’activité lors de cette année qui démarre. Le secteur commence à s’essouffler d’une longue traversée du désert qui dure depuis la mi-2008.

INTERVIEW-Morocco sees return to export growth next year

RABAT, Nov 21 (Reuters) - Moroccan exports and industrial jobs will start growing again next year as business-friendly reforms help the north African country rebound quicker from the global economic downturn, its industry and trade minister said.
"In 2010, we will do better than 2009" in terms of exports, Ahmed Reda Chami told Reuters in an interview. "But Europe and the United States must not deal us a W-shaped crisis."
"We are exiting the crisis, still with jobs being destroyed, but the economy is taking off again... We will create jobs next year."
The government is building 22 specialised business parks with new road and rail links to a sea terminal near Tangier that promises to be the biggest port in the Mediterranean and Africa when it reaches full capacity.
It is trying to reverse Morocco's image as an unpredictable investment destination and get more foreign firms to open factories to benefit from its low costs and proximity to Europe, helping tackle persistent poverty and unemployment.
The global financial crisis hit just as the drive for new business was gathering steam. The government sees exports of textiles, car parts and electronic components falling by as much as 4 percent, 20 percent and 30 percent respectively this year.
Companies such as Nissan Motor Co. <7201.T> and Schneider Electric have delayed investments in Morocco and some textile firms that invested heavily to expand production have been caught out by the sudden drop in demand.
RECOVERY
Chami said the textile industry had been recovering since July and would return to being a net creator of jobs next year.
Automobile sector employment would grow as Renault and its subsidiaries prepare to take on staff for a factory near the Tanger-Med port that will build low-cost vehicles.
Tourism income is seen falling 10 percent this year and the government has scaled back the size and timeframe of a chain of new holiday resorts.
But Chami confirmed Morocco's 22 new industrial zones will all have been launched by 2015.
He said at least eight had already opened, specialising in industries ranging from fish processing to call centres, IT and aerospace parts, and that a plan to train 10,000 engineers per year by 2010 had already been reached.
Export logistic costs would fall close to those of Morocco's most competitive Mediterranean rivals by the end of the year when a roll-on, roll-off section of Tanger-Med opens, he said.
Tanger-Med handles mostly trans-shipment traffic and companies have complained of bottle-necks and shifting rules and regulations at Morocco's existing terminals.
"The logistics problem is about both costs and fluidity," said Chami. "Tanger Med is giving us an extraordinary competitive advantage."
He said he was putting more and more emphasis on stamping out informal and black-market industries in Morocco which serve mainly the domestic market.
"What is important is ... the 1 billion potential customers we have thanks to the free trade agreements we have signed," he said. "Government and authorities must take stronger measures against the informal sector." (Editing by James Jukwey)

Levier pour drainer les investissements




Le port Tanger-Med constitue un levier pour drainer les investissements au Maroc, souligne mercredi la chaine satellitaire «Al Jazeera», dans son journal économique.
 
 Eu égard à sa position géographique, le port Tanger-Med constitue une opportunité aux opérateurs économiques, ajoute la chaine «Al Jazeera», rappelant que ce site a été créé pour être le port le plus important d'Afrique avec un coût global de deux milliards d'euros.

Le trafic des contenairs dans le port Tanger-Med concernera quelque 3,5 millions unités à l'horizon 2020, ce qui permettra de drainer un milliard d'euros d'investissements pour le secteur privé en plus de 145 mille emplois, poursuit la chaine qatarie.

Le port, qui permettra un gain en termes de temps et une réduction de coûts, a bénéficié d'une deuxième opération d'extension pour accueillir cinq millions contenairs, poursuit «Al Jazeera».

Si la crise mondiale a constitué une entrave aux entreprises internationales, elle a été par contre une opportunité pour le développement de la zone offshore de Tanger via la promotion des investissements et ce grâce aux incitations du gouvernement, rappelle «Al Jazeera», ajoutant que la crise financière internationale a permis la création de nouvelles entreprises dans la rive sud de Tanger-Med, avec des investissements dépassant les 50 millions euros.

A ce propos, le directeur de Tanger-Med, Mustapha Mouzani, a indiqué que le port est lié par une forte activité commerciale aux ports européens particulièrement ceux de Barcelone, Marseille et Algerisas.

Morocco, Belgium sign MoU in field of ports

Tangier - APEC-Flander Antwerp Port Training Center (a training organization affiliated to the Antwerp Port Authority) and Tangier Med Port Authority (TMPA) signed, here on Wednesday, a Memorandum of Understanding (MoU), at a ceremony chaired by visiting Prince Philippe of Belgium and Princess Mathilde.


   The MoU provides for the transfer of know-how for the establishment of a vocational training center of the Tanger Med Port, "Tanger Med Trainings."
    Under this protocol, signed by Director of the Tanger Med Port, El Mostafa Al Mouzani and Managing Director of the Antwerp Port Authority, Eddy Bruyninckx, APEC will provide expertise to support the establishment of this facility.
    Prince Philippe and Princess Mathilde also made a visit to the Tangier Med port.
